Apply to Racine Building Inspection.

Inside the City of Racine, the Division of Building Inspection in the Department of City Development, 730 Washington Avenue, Room 103 (262-636-9171), issues permits and enforces city and state building and heating codes. Its Heating (HVAC) Permit Application asks for the project cost and equipment details, lists a $100 fee per unit, and says permits are valid for 18 months under Sec. 18-93. The form lists only furnace and boiler as equipment types, so ask whether a wood stove, insert or new chimney is filed as a heating permit or a General Building Alteration permit. Mount Pleasant, Caledonia and Sturtevant issue their own permits.

Outdoor fires: 15 feet back, clean fuel only.

Racine Fire Department’s FAQ says there is no open burning of leaves or rubbish within city limits; a burning permit is available for a campfire or training exercise. Outdoor and portable fireplaces are allowed in a location not hazardous to life or property, with a 15-foot setback from buildings and property lines, and may not burn trash, construction waste, rubber, plastic, petroleum-based materials or anything producing offensive smoke. These rules cover outdoor fires; an indoor stove goes through Building Inspection.

Doing it yourself? Read the cautionary statement.

Racine’s heating permit form says an owner-occupier acting as general contractor must sign a cautionary statement; otherwise the contractor’s HVAC Contractor License and HVAC Qualifier Number must be provided. The statement, required under Wisconsin law, warns that hiring an unbonded or uninsured contractor can leave the owner liable for injuries or damage. The same packet says all contractors need a credential from the Wisconsin Division of Industry Services.

Started without a permit? Expect double fees.

Racine’s 2026 Building Permit Fees schedule lists heating at $100 per unit and sets the fee for starting work without a permit at double the project’s permit fee. The permit forms repeat that work done without permits may result in double fees. If your stove project also involves structural or alteration work, the General Building Alteration permit carries its own fee, so ask which applies.

Local landmark? Get exterior work reviewed.

Racine says exterior changes to local historic landmarks and districts must be reviewed and approved by the Planning, Heritage, and Design Commission, though City Development staff can approve minor repairs or routine maintenance consistent with the design guidelines. The page lists six local landmarks, including addresses on Main Street, College Avenue and Villa Street. A new chimney or exterior flue on one of them would need review.
