It does not describe freestanding wood stoves. Ask whether the job value on the Newton ISD permit includes the liner and labor.

Inside Newton, permits come from the Inspectional Services Department at City Hall, 1000 Commonwealth Avenue (617-796-1060). ISD says it issues permits for construction, alteration and repair and for the installation of equipment, and applications go through the NewGov (ViewPoint) portal. None of its forms names wood stoves or inserts, so ask ISD which building or other permits cover the stove, liner and chimney. ISD’s building permit checklist asks for a condominium notification form where it applies and for Historic Commission approval in a historic district or when a building is over 50 years old. State fire-safety guidance says a building permit is needed before installing a wood stove and the local inspector must inspect it before use.
Newton Inspectional ServicesNewton’s Historical Commission runs the city’s Demolition Delay Ordinance. Any total or partial demolition of a building 50 or more years old needs a Historical Review Application first, and the city counts removal of 50% or more of a roof or exterior wall as partial demolition. A property found preferably preserved can face a 12-month delay, or 18 months on the National Register. If your plan takes down, rebuilds or encloses an old chimney, ask the Preservation Planner before ordering the stove.
Newton Historical CommissionNewton’s four local historic districts are Auburndale, Chestnut Hill, Newton Upper Falls and Newtonville. Any exterior change to a building needs an application; changes not visible from a public way get a Certificate of Non-Applicability, while visible alterations go to a full hearing for a Certificate of Appropriateness. The city says districts don’t cover whole villages, so check your address on the Assessing Map. Include the stove pipe or cap make, model and dimensions in the application.
Newton Local Historic District CommissionsNewton is one of ten communities in the state’s Fossil Fuel-Free Demonstration Project. Since January 1, 2025, new construction and major renovations must use electricity for heating, cooling, cooking and clothes drying, and since January 1, 2026 major renovations and additions over 1,000 square feet must be fully all-electric. The city’s page does not mention wood. If a stove is part of a larger renovation, ask ISD how the ordinance applies before choosing between wood and gas.
Newton ISD: Energy Code/Fossil Fuel-FreeISD’s condominium notification form must be signed by the condo association or management company, confirming it has reviewed the plans and that the owners have given notice of the work. A letter on association stationery can be used instead. In a Newton condo, arrange this before the stove permit application goes in, since roofs and chimneys are often common areas.

Newton’s fee schedule charges $20 for every $1,000 of estimated construction cost, rounded up to the next thousand, with a $50 minimum for residential work. A $2,500 job, for example, rounds to $3,000 and costs $60. A first re-inspection is $50 and later ones $100, so be ready for the inspection.
Possibly. Outside the four districts, the Newton Historical Commission reviews partial demolition of any building 50 or more years old, defined as removing 50% or more of a roof or an exterior wall. A stove and liner in an existing chimney is unlikely to reach that, but the Commission has handled chimney cases before, so check any chimney rebuild or removal with historic staff first.
The city points to its Assessing Map: search the address or turn on the Historic Properties theme to see Auburndale, Chestnut Hill, Newton Upper Falls and Newtonville, plus landmarks and preservation restrictions.
