Lowell’s Development Services Division says all wood stoves must have a building permit. With the application, submit a copy of the manufacturer’s installation instructions showing required clearances to combustible materials; installation must follow those instructions, and the stove must be labeled by Underwriters Laboratories or another accredited laboratory. Development Services is at City Hall, 375 Merrimack Street, 2nd Floor, Room 55 (978-674-4144). Its trade-permit page also lists a Sheet Metal / Mechanical Permit Application, so ask whether a metal chimney or liner needs one. Chelmsford, Dracut, Tewksbury and Tyngsborough have their own building departments.
Lowell: Wood Stove PermitsThe Downtown Lowell Historic District design review standards (dated 1/9/12) say roof features visible from the ground shall be preserved, naming chimneys among the details. Outdoor mechanical equipment must go where it least disturbs the building’s historic appearance. For a stove in a downtown loft or row house, plan the flue route with Historic Board staff before choosing between an existing masonry chimney and a new metal chimney.
Downtown Lowell Historic District design review standards (PDF)The Historic Board’s downtown permitting guide (updated 11-09-23) says no city department can issue permits in the district until the Board approves, and approval is needed even if no building permit is. Minor work is handled by staff, averaging about 7 days; major work goes to a public hearing, averaging about 30 days. Unapproved work can draw a stop-work order and fines of up to $100 a day.
Downtown Lowell Historic District permitting guide (PDF, 2023)The Lowell Historic Board has review authority in 11 districts. Beyond downtown, it created the Acre Neighborhood District in 1999, eight more neighborhood districts in 2005 and one in 2011, mainly to review demolition and new construction. Belvidere Hill, Wannalancit Street and others are among them. If a stove project removes a chimney or adds a structure, check your address against the Board’s district list.

A stove vented through an existing chimney may raise few issues, but a new roof or wall penetration or chimney change would.
