Franklin Building & Inspections Department: FormsFranklin’s Demolition Delay bylaw applies to buildings on the National or State Register and to any building built in whole or part before 1930. It defines a demolition permit to include partial demolition. The Building Inspector sends such applications to the Historical Commission, which holds a hearing within 14 to 28 days; if it finds the building preferably preserved, no demolition permit can issue for a year. If your stove plan removes an old chimney, ask whether this applies.
Franklin Code Chapter 71: Demolition DelayFranklin’s service fee sheet, effective January 1, 2025, charges residential building permits at $10 per $1,000 of job value, with a $75 minimum fee for all permit inspections and $75 for reinspections. Sheet metal permits are $100 for up to five fixtures and $10 per fixture after that. The sheet has no separate woodstove line, so ask the department which permits a stove, liner and chimney need.
Franklin Service Fees as of 01/01/2025 (PDF)Franklin’s Wood Stove Installation Checklist asks whether the stove is new or used, its manufacturer, model, lab number and collar size, whether the chimney is new, prefab or lined masonry, which other appliances share the flue, and the hearth materials, clearances and wall protection. It says the permit and inspection cover the installation, not the stove’s construction. Its diagrams show chimney height and hearth extensions; check them against your stove’s listing.
Franklin Woodstove Checklist (PDF)The Massachusetts Department of Fire Services says you need a building permit before installing a wood, pellet or coal stove, and the local building inspector must inspect it before it is used. Solid fuel appliances must not share a flue with another solid fuel, oil or gas appliance, and a qualified mason should inspect the chimney first. Ashes go in a lidded metal bucket outside, away from the house.
