Inside Chelsea, permits come from the Inspectional Services Department at City Hall, 500 Broadway, Room 201 (617-466-4130), open Monday, Wednesday and Thursday 8 a.m. to 4 p.m., Tuesday until 7 p.m., and Friday until noon. Its online permit center lists building, mechanical and sheet metal permits, and applicants with active permits must resubmit in the new system. No Chelsea page names wood stoves, so ask ISD which permit covers the stove, connector and liner. State fire-safety guidance says a building permit is needed before installing a wood stove and the local inspector must inspect it before use. Everett and Revere issue their own permits.
Chelsea Online PermittingSince 2014, Chelsea’s Certificate of Habitability ordinance has required landlords to have rental units inspected before new tenants move in and at least every five years. Units where the landlord lives, in property held in their own name, are exempt; rented condos and units owned by a trust or LLC are not. This guide fits owner-occupants of one- to three-family houses. Tenants should not add a stove and should raise heating concerns with the owner, and condo owners should check association rules first.
Chelsea Housing Code Ordinance (Certificate of Habitability)Chelsea’s ISD fee schedule, effective January 1, 2017, charges building permits at $25 for the first $1,000 of estimated value and $15 for each additional $1,000. Plan review is priced separately for one- and two-family homes (from $75) and for commercial and three-family-and-above buildings (from $200), and a three-family certificate of inspection is $75. Starting work before the permit doubles the fee. The schedule has no stove line; confirm current amounts with ISD.

Not on your own.
