Inside Spokane city limits, the Development Services Center at 808 West Spokane Falls Boulevard handles permits. The city says separate permits are required for plumbing, mechanical (air conditioning and heating) and electrical work, and its mechanical permit application includes a line for solid fuel burning appliances, covering wood and pellet stoves and inserts. Spokane Clean Air also says a permit and inspection are required for installation. Ask Development Services which inspections apply to your stove, chimney or insert. Spokane Valley and unincorporated Spokane County have their own permit offices, so confirm the jurisdiction for the property address.
City of Spokane mechanical permit application (Rev. 2023-02-02, PDF)Spokane Clean Air issues temporary wood-heating restrictions when fine particle pollution is rising. In Stage 1, wood-burning fireplaces and non-EPA-certified stoves and inserts may not be used; pellet stoves and EPA-certified stoves and inserts are allowed. In Stage 2, no wood-burning device may be used unless it is your only adequate heat and you hold an approved exemption. Restrictions usually cover the Smoke Control Zone, which includes the City of Spokane, and can be extended countywide.
Spokane Clean Air burn restrictionsRCW 70A.15.3580(5) says nothing in the burn-ban section restricts burning wood in a solid fuel burning device during an emergency power outage, or installing or repairing a certified device. It defines an emergency outage as an event that leaves a home temporarily without an adequate heat source other than the stove, or a governor-declared emergency. That covers an actual outage; ordinary burn-ban days still follow the Stage 1 and Stage 2 rules.
RCW 70A.15.3580: burn bans and emergency situationsSpokane Clean Air offers an instant rebate for replacing an installed, operational wood stove or insert that is non-EPA-certified or at least 20 years old, anywhere in Spokane County. Vouchers must be used with a participating business that both sells and installs the new device and obtains the permit. The program is not retroactive: if the old stove is already removed or a new one bought, you do not qualify.
Spokane Clean Air wood stove change-out programRCW 70A.15.3520 says no used solid fuel burning device shall be installed in new or existing buildings unless it is Oregon DEQ Phase II or EPA certified, or a certified or exempt pellet stove. The same section directs rules requiring an adequate heat source other than woodstoves in new and substantially remodeled construction in urban growth areas. Check the label before buying a used stove.

It depends on the stage and the stove. In Stage 1, pellet stoves and EPA-certified wood stoves and inserts are allowed, but fireplaces and uncertified stoves are not. In Stage 2, no wood-burning device may be used unless it is your only adequate heat and Spokane Clean Air has approved an exemption. State law separately exempts emergency power outages.
RCW 70A.15.3580(5) says burn-ban rules do not restrict burning wood in a solid fuel device during an emergency power outage, defined as an event that leaves the home temporarily without another adequate heat source, or a governor-declared emergency. Once normal heat is restored, the ban applies again.
Spokane Clean Air runs a change-out program for Spokane County homeowners with an installed, operational wood stove or insert that is uncertified or at least 20 years old. Approved applicants get a voucher to use with a participating business that sells and installs the replacement. Apply before removing or buying anything; the program is not retroactive.
