Saratoga Springs’ Building Department reviews plans, issues building permits and inspects residential projects, remodels and basement finishes inside city limits. It is paperless: submittals and resubmittals go through the city’s online portal with the application completed in full, required documents attached and the deposit paid. Approved plans must be printed at 18x24 or larger and kept on site. Inspections are requested by email or at 801-766-6507, ext. 120. The department’s pages do not name a permit type for a stove or insert, so ask what it wants for the stove listing, clearances, hearth and chimney or liner before you buy.
City of Saratoga Springs: Building DepartmentUtah Admin. Code R307-302 applies to all regions of Utah County, including Saratoga Springs. When Utah’s Division of Air Quality declares a mandatory no-burn period, no one may use a wood stove or fireplace unless it is the home’s sole source of heat and registered with DAQ. The rule lists no exemption for a power outage or failed furnace, and its exemption above 7,000 feet does not reach homes by the lake. On voluntary action days DAQ asks residents not to burn.
Utah Admin. Code R307-302, Solid Fuel Burning DevicesSaratoga Springs’ Obtaining a Basement Permit page says wood stoves and fireplaces must be installed with clearances to combustibles as specified in their listing, and that all wood stoves and fireplaces must be listed and labeled units. It advises consulting the inspector on unusual situations. Keep the stove’s installation manual and label details for plan review, especially if the stove goes in a finished basement.
City of Saratoga Springs: Obtaining a Basement PermitUtah’s Division of Air Quality lists all regions of Utah County among areas where wood fireplaces, wood stoves (EPA certified or not), pellet stoves and coal stoves are prohibited on mandatory no-burn days, and says officers assess fines of up to $150. R307-302-6 separately bars selling or installing a wood stove that is not EPA certified. Only a device registered as sole heat may burn during a mandatory period.
Utah DEQ: Mandatory No Burn DaysSaratoga Springs sends residents to the Division of Air Quality’s online application for open-burn permits, and says they must still call dispatch at 801-851-2876 (BURN) to confirm it is a legal burn day. Questions go to the Fire Department at 801-766-6505. That permit covers outdoor burning; an indoor wood stove needs a building permit and follows the state no-burn rule instead.

The city’s basement-permit guidance says all wood stoves and fireplaces must be listed and labeled units, installed with the clearances to combustibles in their listing. Utah’s R307-302 also bars installing a wood stove that is not EPA certified. Check both before buying a used or older stove, and ask the Building Department what it wants in the submittal.
Only if DAQ has not called a mandatory no-burn period, or your home is a registered sole source of heat. R307-302 covers all of Utah County and lists no exception for outages or a failed furnace, and DAQ says EPA-certified stoves are included in the ban. Check the Utah County action level before relying on the stove.
