Wood stove permits in State College.

Apply to Centre Region Code Administration.

State College Borough does not run its own building permit office. Centre Region Code Administration (CRCA), 2643 Gateway Drive, Suite 1 (814-231-3056), reviews plans, issues permits and inspects construction for the borough, Bellefonte and College, Ferguson, Harris, Halfmoon and Patton townships. Its residential forms page lists a combined Application for Zoning and Building Permit, which asks for the municipality and whether the property is a current or proposed rental. No CRCA page names wood stoves, so describe the stove, liner and any new chimney in the work description and ask CRCA which reviews apply. CRCA asks for at least 24 hours’ notice for inspections and closes from noon to 1 p.m.

Historic districts: check the reviewable area.

State College’s Historical Architectural Review Board (HARB) recommends on Certificate of Appropriateness applications in the Holmes-Foster/Highlands and College Heights historic districts. Its 2021 agenda, citing the Heritage State College Design Guidelines, says street-facing walls and 50% of the side walls are reviewable, rising to 75% of a corner property, and measured rooftop solar panels against that line. A rear flue may fall outside review; a new chimney or cap on a street side likely does not. Ask borough planning staff before choosing the flue route.

A one-year inspection cycle for fuel-burning appliances.

Section 603.1 of the Centre Region Rental Housing and Building Safety Code, adopted by State College, says fireplaces, solid fuel-burning appliances and other fuel-burning appliances must be installed and maintained in safe working condition and inspected per the manufacturer, with an inspection cycle that at no time exceeds one year. Section 603.1.1 calls for a compliance tag naming the technician and date on each heating system inspected. Ask CRCA how this applies to your property.

Carbon monoxide alarms when solid fuel heats a unit.

Section 608.1 of the same regional code requires an approved CO detector in dwelling units, rooming units and guest rooms when a fossil-fuel or solid-fuel appliance is the primary or supplemental heat source. Where a unit contains a fuel-burning appliance, the alarm goes in the immediate vicinity of the sleeping rooms; buildings with shared appliances need interconnected or monitored common-area alarms. Budget for alarms in the stove quote, especially in a rental or multi-unit house.

HARB recommends; Borough Council issues the certificate.

State College HARB minutes from December 2, 2025 show the board meeting at the Municipal Building, 243 South Allen Street, voting to recommend Certificate of Appropriateness decisions and offering advisory reviews before a formal submission. The board told one applicant it could not comment without plans and renderings. If your chimney or flue will be visible in a reviewable area, prepare drawings and cap specifications before filing with CRCA.

What to ask a State College installer.

  1. Will you file the Application for Zoning and Building Permit with Centre Region Code Administration and describe the stove, liner and chimney work on it?
  2. If my house is in the Holmes-Foster/Highlands or College Heights district, will the flue or cap fall inside HARB’s reviewable area, and will you supply drawings and specs?
  3. Does your quote include CO alarms near the sleeping rooms and a first-year inspection and compliance tag?

Answers before you request a quote

State College wood stove installation FAQs.

Who issues a wood stove permit in State College?

Centre Region Code Administration, a regional office of the Centre Region Council of Governments at 2643 Gateway Drive. It handles permits and inspections for State College Borough and neighbouring townships, so a Ferguson or College Township address goes to the same office. Its forms do not name wood stoves, so call 814-231-3056 with the stove model and venting plan.

I rent near campus. Can I add a wood stove?

Not on your own. Much of State College’s housing is rented to students, and only the owner can authorize work and apply for the permit. The regional code also sets yearly appliance inspections and CO alarm rules that affect rentals. This guide fits owner-occupied houses with a usable chimney; tenants should talk to the landlord or property manager.

Does HARB review a stove inside my house?

HARB reviews exterior changes to properties in the borough’s historic districts, and only within the reviewable area. Borough HARB papers say street-facing walls and half of the side walls are reviewable, or 75% of a corner property. A new chimney or cap seen from the street may need a Certificate of Appropriateness; confirm with borough planning staff first.
