Details your installer can help confirm

Wood stove permits in Penn Hills.

Ask Penn Hills Code Enforcement for the permit.

Penn Hills administers the Pennsylvania Construction Code Act itself. Chapter 1420 of its code adopts the Uniform Construction Code as the Penn Hills Building Code and makes the Department of Code Enforcement responsible for it; its director, code enforcement officers and the Planning Department housing coordinator act as the building official. The chapter does not name wood stoves, so ask Code Enforcement whether a stove, insert or new chimney needs a building permit, a mechanical review or both, and what drawings to submit. A Pittsburgh mailing address does not mean the City of Pittsburgh issues the permit; Penn Hills is a separate municipality.

County air rules: what does and doesn’t apply.

Allegheny County Health Department’s Article XXI applies in Penn Hills. Its Action Day wood-burning ban sits in the open-burning rules, which cover smoke that does not pass through a flue. Extra limits during a Mon Valley air pollution watch or warning apply only in the 32 municipalities listed in §2106.06; Penn Hills is not among them. Article XXI also lists domestic heating plants among sources exempt from county installation permits. Burn only clean, dry wood and sign up for ACHD alerts.

Your installer must be registered in Penn Hills.

Penn Hills Code Chapter 1422 defines a contractor as anyone working for a fee on a job that needs a building permit, and says no contractor may work in the municipality without first registering with the Department of Code Enforcement, renewed each calendar year. Registration asks for ownership, office location, licenses held and proof of tax registration. Installers based in Kittanning or Uniontown may not already be registered, so ask before signing.

Factory-built fireplaces: specs with the permit.

If you are adding a factory-built wood fireplace rather than a freestanding stove, Penn Hills Code Chapter 1438 (Res. 1-1978) approves them only when listed by Underwriters Laboratories or a similar agency and installed to the manufacturer’s specifications, including hearth extension and metal chimney. Those specifications must be submitted with the building permit application, and Code Enforcement must be told in advance when installation will happen so inspections can be timed.

Answers before you request a quote

Penn Hills wood stove installation FAQs.

Does Pittsburgh’s PLI handle permits for Penn Hills?

No. Penn Hills is its own municipality and enforces the Uniform Construction Code through its Department of Code Enforcement under Chapter 1420 of its code. Many Penn Hills homes have a Pittsburgh mailing address, so check your tax bill or the county property record before you apply.

Does the Mon Valley burn restriction apply in Penn Hills?

No. Article XXI’s extra wood-burning limits during a Mon Valley air pollution watch or warning apply only in 32 listed municipalities, such as Wilkins Township and Forest Hills. Penn Hills is not listed. The county’s Action Day wood-burning ban, in its open-burning rules, still covers fire pits and outdoor fireplaces in Penn Hills.

Who is this guide most useful for in Penn Hills?

Owners of detached houses with a masonry chimney or room for a new flue. Renters need the owner to authorize the work and apply for the permit. Before booking, check that the installer has registered with Penn Hills Code Enforcement for the year, since the code requires it for permit work.
