Inside Harrisburg, the Bureau of Codes processes all building permits and inspections from the Martin Luther King Jr. Government Center, 10 N. 2nd Street, Suite 205, and accepts mailed applications with fees. Its FAQ lists mechanical installations such as a new furnace, alterations to existing buildings and any work over $1,000 as needing permits. The city’s Building Permit Application has a Mechanical box and an HVAC/Mechanical cost line, and fees are based on total cost. The city follows the 2021 IRC and IMC under the PA UCC as of January 1, 2026. Residential reviews take up to 15 business days, longer with HARB. Susquehanna Township, Penbrook and Paxtang are separate municipalities.
City of Harrisburg Bureau of CodesHarrisburg has six municipal historic districts. Zoning Code ch. 7-317 covers exterior alterations visible from a public street, public alley or adjacent sidewalk, and § 7-317.8 bars the Codes Administrator from issuing a permit for that work until a certificate of appropriateness is issued. The chapter does not regulate interiors, features not visible from a public street or alley, or features visible only from a private alley. A rear flue may fall outside review; a new roof cap seen from the street likely does not.
Harrisburg Zoning Code ch. 7-317: Historic Overlay Districts (eCode360)Harrisburg’s 2026 COA application says submissions are due by 4 p.m. on the deadline, usually the first Friday of the month, with eight copies of photos, plans and product specs. HARB, which generally meets the first Monday, adopts a recommendation; a City Council committee chair then has ten days to act before the Planning Bureau mails a COA letter. Only then do you file the building permit. There is no COA fee unless work started first, which brings a $500 after-the-fact charge.
Harrisburg Municipal Historic District COA Application (PDF, 2026)Harrisburg’s Building Permit Application instructions (dated March 28, 2025) say any contractor or subcontractor listed must hold a valid Mercantile License, and the fee is set by the fair market value of all improvements, including mechanical work. Plumbing and electrical need separate permits. Permits lapse if there are no inspections for six months. Ask any installer based outside the city whether it holds the license and will list any chimney subcontractor.
Harrisburg Building Permit Application with Instructions (PDF, 28 MAR 25)Harrisburg’s Planning Bureau offers a free historic property consultation: its historic preservation specialist can research a property, visit the site, and recommend treatment and repair options. The city’s page says any exterior alteration visible from a public right of way in a municipal historic district is subject to the district rules, and it links a zoning map for checking whether a property is inside one. Email elkauffman@harrisburgpa.gov before choosing where the flue exits.

Very likely. The Bureau of Codes FAQ lists mechanical installations, alterations and any work over $1,000 as needing permits, and its building permit form has a Mechanical box. It does not name wood stoves, so call the Deputy Codes Administrator at 717-255-6553 with the stove model and venting plan before booking the install.
Not the stove itself. Harrisburg’s historic rules do not regulate interiors or features visible only from a private alley. A flue or cap visible from a public street, public alley or sidewalk in a municipal historic district needs a certificate of appropriateness before the permit. Check the zoning map, then ask the preservation specialist.
Owners of single-family homes and rowhouses with a usable masonry chimney or a clear route for a flue. Much of the city is attached housing in historic districts, so venting options may be limited and review may apply. Renters and condo owners would need owner or association approval before any permit. Township properties outside city limits follow their own permit office.
