Wood stove permits in Youngstown.

File a Mahoning County HVAC permit for the stove.

Youngstown’s Engineering & Construction page says the city’s building inspection is administered by Mahoning County and sends residential permit applicants to the Mahoning County Building Inspection Department, 50 Westchester Drive, Room 201, Austintown (330-270-2894). The county’s HVAC Permit Application lists ‘Solid’ among fuel types, has a fireplace-type line and an installer line, and charges a residential fee for ‘HVAC Systems, Fireplaces and Woodstoves’ plus a 1% state assessment. It asks for the heating contractor’s Mahoning County license or registration number. The county’s permitting sheet says work started without a permit carries a double-fee administrative charge. Ask whether an insert in an existing fireplace needs the same permit.

Air complaints go to Ohio EPA, not a local agency.

The former Mahoning-Trumbull air agency no longer appears on Ohio EPA’s August 2026 jurisdiction map; Mahoning County sits under the Northeast District Office in Twinsburg. Youngstown’s Environmental Health page says the Ohio EPA Division of Air Pollution Control handles air pollution complaint investigations, open burning permits and air monitoring in Mahoning and Trumbull counties. FireplaceLab found no local rule limiting indoor wood stoves, so smoke from a stove is handled like any other air complaint. Burn dry, seasoned wood and keep the chimney clean.

Hire a city-registered HVAC contractor.

Youngstown’s Engineering & Construction page says general and specialty contractors (electrical, HVAC and others) must register with the city and be bonded before working there. The specialty registration form lists a $10,000 bond, liability insurance, workers’ compensation, an initial $100 fee and a State of Ohio specialty license, with registrations expiring December 31. Mahoning County’s permitting sheet also says heating subcontractors must be licensed with Mahoning County or Youngstown City for work within city limits. Ask any installer for both numbers.

Central Area? Design review can come first.

Youngstown’s Design Review Procedure (Chapter 1101, 2008 compilation) gives the Design Review Committee jurisdiction over exterior remodeling and additions inside the inner-belt Central Area, including land zoned R-1.5 and R-10 residential. It says design review approval is needed before any building permit is issued. A new chimney or through-wall stove vent changes a building’s exterior, so owners in the Central Area should ask the Planning Department whether review applies before filing with the county.

Backyard fires fall under a city chapter.

The Youngstown Fire Department page points residents to the city Fire Prevention Code in Part Fifteen of the Codified Ordinances and flags Chapter 1511, Open Burning, as of particular importance. That chapter covers outdoor burning, not stoves vented through a chimney. Questions go to the Fire Department at 420 Martin Luther King Jr. Blvd. (330-747-7403).

What to ask a Youngstown installer.

  1. Will you file the Mahoning County HVAC permit, and what is your Mahoning County or Youngstown license number?
  2. Are you registered and bonded with the City of Youngstown for this year?
  3. Does my existing chimney need a liner before an insert goes in, and is that in the quote?

Youngstown wood stove installation FAQs.

Who issues a wood stove permit in Youngstown?

Mahoning County does. Youngstown’s Engineering & Construction page says the city’s building inspection is administered by the county and sends residential applicants to the Mahoning County Building Inspection Department at 50 Westchester Drive, Austintown (330-270-2894). The county’s HVAC Permit Application has a fee line for ‘HVAC Systems, Fireplaces and Woodstoves’. Campbell, Struthers and other nearby cities may differ, so check the address.

Is the Mahoning-Trumbull air agency still involved?

Not as a separate agency, based on current official sources. Youngstown’s Environmental Health page says the Ohio EPA Division of Air Pollution Control handles complaints, open burning permits and monitoring in Mahoning and Trumbull counties, and Ohio EPA’s 2026 map puts Mahoning under its Northeast District Office. FireplaceLab found no local rule limiting indoor wood stoves.

Does my installer need anything from the city?

Yes. Youngstown says HVAC and other specialty contractors must register with the city and be bonded before working there; the form lists a $10,000 bond, insurance and an Ohio specialty license, renewed each year. The county’s permitting sheet also asks that heating subcontractors be licensed with Mahoning County or Youngstown for work inside city limits.
