Inside Westlake, the city Building Department at City Hall, 27700 Hilliard Blvd. (440-617-4105), handles plan review, building, electrical, plumbing and HVAC permits, contractor registration and inspections under the Residential Code of Ohio and Westlake Zoning Code. Permits, contractor registration and tracking are handled online in the city’s IMS system. The Ohio Board of Building Standards lists Westlake as a municipal department certified for residential work, so Cuyahoga County does not issue these permits. The Building page does not name wood stoves, so ask whether your stove, insert and liner go on an HVAC permit and what drawings the remodel checklist needs.
Westlake Building & Property MaintenanceWestlake falls under the Cleveland Division of Air Quality, Ohio EPA’s delegated agent for all of Cuyahoga County. Its open-burning factsheet (revised June 2018) says that, with a few exceptions, open burning is not allowed in the county, and counts fire pits, chimineas and outdoor fireplaces as open burning. It does not restrict vented indoor stoves. Smoke complaints go to its 24-hour hotline, 216-664-7442, so burn dry, untreated wood.
Cleveland Division of Air Quality open-burning factsheet (PDF, revised June 2018)Chapter 1321 says permits for contract work go only to a registered general contractor or subcontractor, and that owners working on their own premises need not register. Westlake’s registration packet (revised 4/17/26) asks for a $10,000 bond, liability insurance of at least $300,000 naming the city as certificate holder, $100 per trade, and copies of Ohio licenses for HVAC contractors. Ask your installer for its Westlake registration number.
Westlake Contractor Registration Packet (PDF, revised 4/17/26)Westlake’s HVAC fee section (1315.04) charges triple the listed fee when work begins before a permit is obtained and paid, and $100 each for re-inspecting the same item, for an inspector’s trip when work is not ready, and for work covered without inspection. Schedule the rough-in and final inspections before closing walls or finishing the hearth.

No. Westlake’s own Building Department at City Hall, 27700 Hilliard Blvd., issues HVAC and building permits, and the Ohio Board of Building Standards lists it as certified for residential work. Apply through the city’s IMS portal or call 440-617-4105, and ask which permit a stove, insert or liner needs.
Westlake’s Chapter 1321 says owners working on premises they own or lease do not have to register as contractors. You still need the permit and inspections. If you hire someone, the permit can only be issued to a registered contractor, which means a bond, liability insurance and, for HVAC trades, a state license on file.
Treat it as open burning. The Cleveland Division of Air Quality, which covers all of Cuyahoga County, says fire pits, chimineas and outdoor fireplaces count as open burning and that, with a few exceptions, open burning is not allowed in the county. A permitted indoor stove venting through a chimney is the backup to plan for.
