Details your installer can help confirm

Wood stove permits in Middletown.

Ask Middletown’s Building Inspection Division which permit covers the stove.

Inside Middletown, the Building Inspection Division at One Donham Plaza (513-425-7973) administers the 2019 Residential Code of Ohio and 2024 Ohio Mechanical Code. It says permits are required for alterations and that codes apply whether a contractor or a do-it-yourselfer does the work. Applications go to BZPermits@cityofmiddletown.org or the Community and Economic Development Department on the 3rd floor, with fees paid at submission. The city’s HVAC permit form is signed by the owner/occupant or a master license holder, but it lists furnaces and heat pumps, not wood stoves, inserts or liners. Ask which permit and drawings apply. Monroe, Franklin and Trenton are permitted separately.

Smoke complaints go to a five-county hotline.

The Southwest Ohio Air Quality Agency runs an air quality hotline, 513-946-7777, for residents of Butler, Clermont, Clinton, Hamilton and Warren counties, which covers both sides of Middletown. Its complaint form lists smoke, particulates and open burning among the concerns residents can report, 24 hours a day. FireplaceLab found no local rule against vented indoor stoves, but a smoky chimney can draw a complaint, so burn dry wood in a certified appliance.

Historic district? Call the City Planner first.

Middletown says owners planning changes beyond ordinary repair and maintenance to properties in its historic districts should first contact the City Planner to learn whether Historic Commission approval is needed. Designated properties and those in the Highlands, South Main, Main Street Commercial, Central Avenue and Oakland districts require review, and changes need a Certificate of Appropriateness application. A new exterior chimney or roof stovepipe is the kind of change to ask about.

The HVAC fee schedule adds a 1% state surcharge.

Middletown’s HVAC Permit Fees schedule under Section 1418.06, effective January 1, 2019, lists $85 for residential replacements or additions, $60 for any reinspection, and adds a state-mandated 1% surcharge for one- to three-family dwelling permits. It has no wood-stove line, so confirm the fee category for your stove, insert or liner before budgeting.

Outdoor fires: small, clean and seasoned.

The Southwest Ohio Air Quality Agency says recreational fires made only of clean seasoned firewood and no larger than 3 feet by 2 feet are allowed at any time without a permit, but may not be used to dispose of yard trimmings or garbage. It defines open burning as any outdoor fire that does not vent to a chimney or stack, so an indoor stove is outside these rules.
