Details your installer can help confirm

Wood stove permits in Liberty.

Liberty’s Building Division issues the permit.

Inside Liberty city limits, the Building Division at City Hall, 101 E. Kansas St. (816.439.4534), issues building permits. Its FAQs say the city requires permits and inspections for all structural, electrical, plumbing and mechanical construction, and that applications are submitted online and reviewed against the 2018 International Codes and city zoning. Fees are itemized by trade from the project value. Every contractor must hold an active Liberty contractor business license before a permit is issued. No city page we read names wood stoves or inserts, so ask the Building Division which permit covers the stove, liner and chimney. Unincorporated Clay County addresses are outside the city’s permits.

In a historic district, keep the chimney and get a CoA first.

Liberty’s historic district design guidelines treat chimneys as significant architectural features that should be preserved even if non-functional. Removing or replacing a chimney requires a Certificate of Appropriateness, and a new chimney, if needed, should be the same scale and materials as the original. If your stove plan reuses, relines, rebuilds or adds a chimney on a house in one of the districts, talk to the preservation office (816.439.4537) before buying the stove. The guidelines date from 2008.

Hiring an installer? Ask about its Liberty license.

Liberty requires every business working in the city to hold an occupation license, and contractors need a contractor business license with liability insurance. Electrical, plumbing or mechanical contracting businesses must show a proficiency test dated 2003 or newer with a score of 75% or better, or a master-level certificate from Kansas City, Missouri or Johnson County for that trade. Ask your installer whether it holds a current Liberty mechanical contractor license before you sign.

Historic districts: the CoA comes before the permit.

Liberty designated five local historic districts between 1986 and 1988, and any exterior alteration there is reviewed by the Historic District Review Commission. The guidelines say a Certificate of Appropriateness is required before exterior work begins, is obtained before applying for a building permit, and carries no fee. The commission meets on the first and third Tuesdays at 5:30 p.m. when there are applications. Some minor works can be approved by the preservation planner.

The fire department will check for carbon monoxide.

The Liberty Fire Department offers free carbon monoxide inspections of homes on request (816.439.4310), testing any equipment that could produce CO. It lists blocked or defective flue pipes and chimneys among common causes of CO buildup, and says an unsafe appliance will be turned off until it is repaired. Fit CO alarms with a new stove and call 911 if anyone has symptoms.

What to ask a Liberty installer.

  1. Do you hold a current Liberty contractor business license with mechanical proficiency testing, and will you pull the Building Division permit?
  2. If my house is in a Liberty historic district, will the job change the chimney, and will you help with the Certificate of Appropriateness first?
  3. Will you inspect and reline the existing masonry chimney before installing, and is the liner in the quote?

Compare quotes on the same scope.

Liberty wood stove installation FAQs.

Do I need a permit for a wood stove in Liberty?

Plan on one. Liberty’s Building Division says permits and inspections are required for all structural, electrical, plumbing and mechanical construction in the city, reviewed against the 2018 International Codes. Its pages don’t name wood stoves, so call 816.439.4534 to confirm which permit covers the stove and chimney. Your contractor must also hold an active Liberty contractor license.

My house is in one of Liberty’s historic districts. What changes?

Indoor stove work isn’t addressed in the guidelines we read, but exterior chimney work is. Removing or replacing a chimney requires a Certificate of Appropriateness from the Historic District Review Commission, obtained before you apply for a building permit. There is no fee. Contact the preservation office (816.439.4537) early if the install changes the chimney or adds a flue outside.

Is a wood stove a sensible backup in Liberty?

Liberty has real winters: the nearest NOAA normals station, Kearney 3E, averages 27.6°F in January. A stove can keep part of a home warm in a winter outage, but it is not a guarantee of whole-home heat. Have the chimney inspected and swept first; the fire department offers free carbon monoxide checks on request.
