Burton’s Building Division, at 4093 Manor Dr., grants building, site and occupancy permits, but says the city does not permit electrical, mechanical or plumbing projects; those trades are permitted and inspected by the State of Michigan. The state’s Statewide Jurisdiction List confirms Burton is local for building but state for mechanical. LARA’s Bureau of Construction Codes says its mechanical code covers solid-fuel appliances, chimneys and fireplaces, and that work must not start until a permit is issued; permits can be bought online. Burton requires proof of trade approvals before rough or final building inspections, so ask the Building Official (810-742-9230 ext. 3109) whether your project also needs a city permit.
City of Burton: Building DivisionThe Burton Fire Department says it is illegal to burn in the city without a burning permit, and permits go only to one- and two-family homes. Recreational permits are annual, cover seasoned wood only in a pile no larger than 3 by 3 feet, 25 feet from buildings, out by 1 a.m. Burning building materials is banned and smoke and ash must not become a nuisance to neighbours, so throw out stove packaging and chimney debris rather than burning it.
City of Burton: burn permit regulationsThe Bureau of Construction Codes fee schedule, effective April 1, 2024, lists a $75 non-refundable application fee, solid fuel equipment (includes chimney) at $30, a separately installed factory-built chimney at $25, and rough or additional and final inspections at $75 each. The state application says a permit is closed when no inspection is requested and conducted within 180 days of issue or of the last inspection, closed permits are not refunded, and re-opening costs $75.
Michigan LARA: Bureau of Construction Codes fee schedule (PDF)LARA’s mechanical permit page says a mechanical contractor’s licence is needed for HVAC and related work, but the owner of a single-family home who occupies or will occupy it may do the work without one. A homeowner must still secure the permit for work on their residence, and contractors are responsible for permits on jobs they do for an owner. Michigan LARA: mechanical permit informationLARA’s Statewide Jurisdiction List shows who enforces each code in every Michigan community. Genesee County has no county program, and the list, revised October 22, 2026, shows the City of Burton as local for building but state for electrical, mechanical and plumbing, while neighbouring Flint and Grand Blanc run all four locally. If your address is in Burton, send the mechanical application to the state, not to Flint.

LARA says an owner who occupies, or will occupy, a single-family home may do mechanical work there without a contractor’s licence, but must secure the state permit first. Burton warns that an owner who pulls a permit is the responsible party and will be held liable for bringing the work up to code.
Yes. The Burton Fire Department says burning without a permit is illegal. Annual recreational permits cover seasoned wood only, in a pile no bigger than 3 by 3 feet, 25 feet from structures and out by 1 a.m. Open burning of brush is limited to four three-day permits a year. These rules cover outdoor fires, not an indoor stove.
