Inside Hagerstown city limits, the Permits Division (Department of Engineering & Permits, City Hall, 1 E. Franklin St., 3rd floor) issues trade permits. Its Mechanical Permits page says permits are required for all mechanical work except repairs, under the 2021 IMC with local amendments, and that heating work must be done by State-licensed technicians. Applications can be filed online, by mail or in person, and trade permits are usually issued in one to two business days. Since January 1, 2026, inspections are requested through the city’s online portal. Homes in Halfway, Funkstown or elsewhere in Washington County are permitted by the county or their town.

City of Hagerstown Historic PreservationHagerstown’s Architectural Design Guidelines for the Residential Historic Districts (adopted 1989, last amended May 2010) say masonry chimneys are preferred and stovepipes and zero-clearance metal flues are permissible only when not visible from a public street. Chimneys on frame houses should sit along the ridgeline, set in from the end walls; on masonry buildings, along exterior walls. Plan a rear or side flue route before choosing a stove.
Hagerstown Residential Historic District Guidelines (PDF, amended 2010)Hagerstown’s Mechanical Code (Chapter 64, Article VI, applicable from January 1, 2024) adopts the 2021 International Mechanical Code and amends it so each permit application must be signed by an HVAC contractor licensed by the State of Maryland or by the property owner. Permits expire if work does not start within 180 days or stops for 180 days. Ask your installer for its Maryland HVAC license number before the application is filed.
Hagerstown Chapter 64, Art. VI Mechanical Code Amendments (PDF)The Maryland Energy Administration’s Clean Burning Wood and Pellet Stove Rebate Program ended with fiscal year 2024 and no longer accepts applications. Stoves had to be bought by January 4, 2024 and applications received by March 31, 2024. Older guides or installer pages may still mention this rebate; do not count on it when budgeting.

Very likely. The city requires a mechanical permit for all mechanical work except repairs and applies the 2021 International Mechanical Code with local amendments. The pages do not name wood stoves, so call the Permits Division at 301-739-8577 ext. 123 with the stove model and venting plan. Homes outside city limits go to Washington County or their town.
The city’s sources differ. The Mechanical Permits page says only State-licensed technicians may secure mechanical permits, while the permit FAQ and the city’s mechanical code allow an owner living in the house to apply. Ask the Permits Division before planning a self-install; hiring a Maryland-licensed HVAC contractor avoids the question.
Owners of detached houses and rowhouses with a sound masonry chimney or a flue route that stays out of street view. Much of the older housing stock is in the four historic districts, where visible metal flues are discouraged. Renters need the owner’s approval; the city licenses rental units separately.
