Inside city limits, Leawood’s Codes Administration reviews plans, issues building permits and performs inspections; the permit types it lists include residential remodels and mechanical work. Its permits table puts miscellaneous heating and air-conditioning permits with Codes Administration at about one to two days. Apply and request inspections, 24 hours a day, through the Access Leawood portal. The office is on the second floor of City Hall, 4800 Town Center Drive (913-339-6700, ext. 165). Leawood’s current building codes took effect May 1, 2020, and are the 2018 editions with local amendments. City pages don’t name wood stoves, so ask which permit a stove, insert or new chimney needs.
City of Leawood: Codes AdministrationLeawood amends Section 307.1 of the International Fire Code to say no open burning is allowed within the city. The exceptions are land-clearing burns with 1,000 feet of clearance and approved smoke control, permitted bonfires of up to 30 cubic feet, and small solid-fuel cooking fires at single-family homes. Packaging, scrap lumber and old stove pipe from an install have to be hauled away. We found no Leawood rule limiting the use of an indoor wood stove.
Leawood 2018 International Fire Code amendmentsLeawood’s mechanical code amendments repeal the model code’s permit exemptions (Section 4-503) and say anyone who starts an installation before getting the needed permits owes an additional fee set by the city fee schedule (Section 4-507). The residential code’s own exemption list, amended in Section 4-905, covers portable heating and ventilation appliances and minor part replacements. A fixed wood stove or insert is not on it.
Leawood 2018 International Mechanical Code amendmentsLeawood licenses contractors itself. Its Licenses & Permits page lists contractor license categories including general, residential, mechanical and plumbing, has a search for businesses licensed in Leawood, and says new and returning customers must register on Access Leawood. Building permit questions go to codesadmin@leawood.org or (913) 663-9165. Ask your installer which Leawood license it holds before signing.

Plan on one. Leawood repealed the mechanical code’s permit-exemption section, and its residential code exemptions cover portable heaters and minor part swaps, not a fixed stove. Starting before the permit is issued adds a fee. Apply through Access Leawood and ask Codes Administration (913-339-6700, ext. 165) which permit type and inspections a stove needs.
No. Leawood’s fire code amendment says no open burning is allowed in the city. Its exceptions are land-clearing burns far from homes and roads, permitted bonfires and small cooking fires, so packaging and scrap lumber need to be hauled away. The rule covers outdoor fires; we found no Leawood limit on burning in an indoor stove.
It is cold enough to plan for. The nearest NOAA normals station, at Olathe’s airport about 7 miles away, averages 30.0°F in January, and all 10 stations within 25 miles average 32°F or colder in their coldest month. Treat a stove as supplemental or outage heat, not a guaranteed whole-home system.
