Details your installer can help confirm

Wood stove permits in West Des Moines.

File a mechanical permit through the City Access Portal.

Inside West Des Moines city limits, the Development Services Department’s Building Division at City Hall, 4200 Mills Civic Parkway, issues permits. Mechanical, electrical and plumbing permits are applied for only through the City Access Portal (CAP), and the division no longer accepts applications by email. The city’s residential permit form says separate mechanical permits are required and that the contractor shall be licensed by the State of Iowa. Mechanical work follows the state code based on the 2021 IMC. No city page we read names wood stoves or inserts, so call 515-222-3630 or email bi@wdm.iowa.gov to confirm which permit covers the stove, liner and chimney. Clive, Urbandale and Des Moines issue their own permits.

Outdoor fires are tightly limited; smokeless fire pits only.

West Des Moines’ open-burning policy (revised August 2026) says the state does not allow open burning in the city, and because the city is in more than one county the most restrictive code, Polk County’s, applies everywhere in town. The city’s fire code amendments allow only fire pits and portable outdoor fireplaces that do not produce smoke, and bonfires need a Fire Prevention permit. These rules cover outdoor fires. We found no city rule on indoor stove use; that is not a guarantee.

Ask your installer about Iowa’s hearth license.

Iowa’s Department of Inspections, Appeals, and Licensing describes the Hearth Systems Specialty License as an HVAC sublicense for installing solid-fuel appliances with a view of the flames, their venting, fireplace inserts and freestanding stoves. Applicants need National Fireplace Institute certification or an approved equivalent. West Des Moines’ permit form says mechanical contractors must hold a State of Iowa license, so ask which license your installer holds and for the number.

In the Polk County part of town? The county air division applies.

The Polk County Air Quality Division is authorized by the U.S. EPA and Iowa DNR to enforce the Clean Air Act and Polk County Board of Health rules. It issues open-burning permits and responds to complaints about illegal open burning, fugitive dust and excessive emissions. For homes in the Polk County portion of West Des Moines, it is the air agency to call (515-286-3705). We found no county rule limiting indoor stove use.

Building a chase or hearth wall? Book the rough-in first.

West Des Moines’ residential remodel permit checklist requires rough-in inspections of framing, electrical, plumbing and mechanical work before insulation and drywall cover it, and says separate mechanical permits are required. It also says permits expire if work does not start within six months or no inspection is scheduled for six months. Schedule inspections at 515-222-3630 or through the portal.

Answers before you request a quote

West Des Moines wood stove installation FAQs.

My address says Des Moines or Clive. Do West Des Moines rules apply?

Only if the property is inside West Des Moines city limits. Des Moines, Clive and Urbandale are separate cities with their own permit offices and code editions; Des Moines, for example, moved to 2024 codes in 2026 while West Des Moines still enforces the 2021 editions. Check your city of record, then call that city’s building office before scheduling work.

Does West Des Moines restrict burning wood?

Outdoors, yes. The city’s open-burning policy applies Polk County’s stricter code citywide, and its fire code allows only fire pits and portable outdoor fireplaces that do not produce smoke. We found no rule limiting an indoor stove, but burn only dry, untreated wood and ask the city if you have questions about smoke.

I live on the Dallas County side. Which county agency handles air questions?

West Des Moines’ fire code amendments send burn approvals in the Polk County part of the city to the Polk County air agency, and in the Dallas, Warren and Madison County parts to the Iowa DNR. For stove permits, the county line does not matter: the city’s Building Division handles permits for the whole city.
