Inside Cedar Rapids city limits, the Building Services Department’s Building and Trades Division issues building, mechanical, electrical and plumbing permits, and each trade is permitted separately. An electrical, plumbing or mechanical permit may be issued only to a holder of a State of Iowa contractor’s license or to a homeowner with a homestead exemption working on an existing home. The city has adopted the 2024 International Mechanical and Residential Codes with local amendments. Its pages do not name wood stoves, so ask the mechanical division (mechanical@cedar-rapids.org, 319-286-5833) which permit covers your stove, insert or liner.
Cedar Rapids Building and Trades DivisionLinn County Public Health runs its own air program under Chapter 10 of the county code. Section 10-58(k)(5) exempts direct-fired residential heaters, cook stoves and fireplaces burning untreated wood from county air permits. Indirect-fired residential heaters, such as wood-fired boilers, must be registered before installation and, in incorporated areas, may not operate from May 15 to September 15 or burn more than five cords a season. If you are weighing a boiler instead of a stove, call the Air Quality Branch first.
Linn County Code of Ordinances, Ch. 10, Art. III (Air Quality)Cedar Rapids has two local historic districts, 2nd & 3rd Avenue and Redmond Park–Grande Avenue, plus ten local landmarks. Review is mandatory for all exterior changes, and a Certificate of Appropriateness or Certificate of No Material Effect is required before a building permit is issued for exterior work. Staff can issue a CNME for minor work that follows the design guidelines; larger changes go to the Historic Preservation Commission. A new chimney or visible flue would count as exterior work.
Cedar Rapids: Resources for Historic Property OwnersLinn County’s residential heater registration form says owners planning to install an indirect-fired residential heater must register before installation. In incorporated areas and residential zones, heaters within 500 feet of another occupied structure need a stack at least 15 feet above ground. Fuel is limited to untreated wood, clean pellets and similar biomass. This applies to outdoor or boiler-type units, not an indoor stove, but confirm with the county.
