Inside the City of Anderson, permits come from the Department of Municipal Development at 120 East Eighth Street. Its Permit Center page says it issues permits for HVAC, electrical and plumbing installations and trade licenses to approved HVAC contractors. The city’s HVAC Permit Application asks for the type of system, whether the job is an installation or replacement, the total cost and whether the contractor is registered; it does not list wood stoves. Anderson’s heating code requires a permit for each new installation and says permits go only to registered installers. Call the Permit Center at (765) 648-6055 to confirm which permit covers a stove, insert or chimney liner.
City of Anderson Permit CenterAnderson’s air pollution chapter bans open burning except as listed, and the list includes indoor stoves and fireplaces where the fire does not create an air pollution problem, a nuisance or a fire hazard. The same section says no one may burn when an air pollution alert, warning or emergency is in effect. Outdoor wood burning at homes is limited to October through May in an enclosed, screened container, and it is banned in apartment complexes and mobile home parks. Violations carry a minimum $100 penalty.
Anderson Code § 90.052 Open burning (American Legal)Anderson’s heating code says any person may install heating equipment on property they own or lease only if authorized in writing by the Board of Heating and Air Conditioning Examiners. Otherwise permits are issued only to registered installers, and the installer must notify the inspector when the job is done and before any part is covered up. Ask the Permit Center how to request that approval before you start.
Anderson Code § 152.19 Installation of equipment on own propertyAnderson’s preservation guidelines (January 2012) say exterior changes in the West Eighth Street and West Central historic districts need a Certificate of Appropriateness from the Historical and Cultural Preservation Commission before other permits are issued. They ask owners to keep chimneys and other roof features, and say unpainted chimney brick should not be painted. The guidelines list a $25 filing fee and $100 if work starts first; confirm current fees.
Anderson Historic District Guidelines (2012, PDF)Anderson’s heating code requires a permit for each new installation or major alteration, including adding, changing or relocating equipment. When the job cannot be described on the application, the board can ask for drawings. On completion, the installer must notify the inspector, who issues a final certificate of inspection. Ask your installer to show you that certificate.
