Details your installer can help confirm

Wood stove permits in Wheeling.

Get a village permit before the stove goes in.

Inside Wheeling, permits come from the Community Development Department’s Building Division at 2 Community Boulevard (847-459-2620). Its list of commonly needed permits includes fireplaces (masonry, prefab and ventless) as well as furnaces, so a hearth project has a clear starting point. The building permit application asks for a description and cost of the work and says any contractor must be registered with the village before a permit is issued; fire-related items such as sprinklers need a separate Fire Department permit. The village enforces the 2021 International Residential and Mechanical Codes with local amendments. Ask whether a freestanding wood stove is filed as a fireplace or a mechanical permit.

Village of Wheeling: Common Permits

Outdoor fire pits need their own permit.

If a wood stove is part of a wider plan to burn wood at home, note that Wheeling requires a building permit to install a fire pit at any residence, from houses to condominiums. Permanent fire pits may be no more than 3 feet across and 2 feet high and must sit at least 25 feet from any structure or combustible material; portable manufactured units need 15 feet from buildings, decks and fences. Indoor stoves and fire pits are separate permits.

Village of Wheeling: Fire Pit Requirements

Installers must be registered with the village.

Wheeling requires every contractor working in the village to register with Community Development, which can be done when the permit is applied for. HVAC contractors and masons each file a certificate of insurance and a $25 fee; the insurance must show $500,000 per person and $1,000,000 per occurrence liability plus workers’ compensation, with the village as certificate holder. A homeowner acting as contractor files an affidavit instead. Ask your installer whether it is registered before you sign.

Village of Wheeling: Contractor Requirements

Know the fireplace fee and the late-permit charge.

Wheeling’s schedule of fees, in Chapter 1.26 of the municipal code, lists fireplace construction at $57.25 for a residential prefab fireplace and $73.50 for a residential masonry fireplace. The village’s amendments to the building codes say anyone who begins work before obtaining the necessary permits pays 100 percent of the usual permit fee on top of the required fee. Confirm the current amount with Community Development, since fees can change between code updates.

Construction waste goes through the village hauler.

Wheeling’s building permit application says construction waste, other than debris a contractor removes directly in its own vehicle, must be removed by Waste Management under the village’s exclusive franchise agreement, with fines for failing to comply. Tearing out an old hearth, firebox or masonry chimney can produce a lot of debris, so ask your installer how it will haul the waste and whether a container is in the quote.

What to ask a Wheeling installer.

  1. Are you registered with the Village of Wheeling, and will you file the fireplace or mechanical permit before starting?
  2. How will you remove the old hearth or chimney debris, given the village’s waste-hauling franchise?
  3. Is my address in the Cook or Lake County part of Wheeling, and does that change your coverage or scheduling?

Answers before you request a quote

Wheeling wood stove installation FAQs.

Does Wheeling require a permit for a wood stove or fireplace?

Yes for fireplaces: Wheeling’s list of common permits includes masonry, prefab and ventless fireplaces, issued by the Community Development Department. The list doesn’t name freestanding wood stoves, so call 847-459-2620 to confirm which permit applies. Starting work before the permit is issued adds 100 percent of the usual fee.

Can I do the work myself in Wheeling?

Wheeling’s contractor requirements include an affidavit for a homeowner acting as contractor, so an owner can take on the role, but a permit is still needed. Anyone else doing the work must register with the village and file insurance. Ask Community Development what drawings and inspections it needs from a homeowner applicant.

Does it matter which county my Wheeling home is in?

For the permit, no: the Village of Wheeling’s Community Development Department handles work inside village limits in both counties. It can matter when you shop for installers, because some list their coverage by county and one provider files Wheeling under Lake County. Check your property records if you are unsure which county applies.
