Inside the village, permits come from the Community Development Department’s Development Center, just inside Village Hall at 2500 East Lake Avenue (847-904-4330, permits@glenview.il.us). Applications can go through the online portal, and small or medium permits may be issued through same-day review. The village says a permit is needed to change to a different system of heating, and that like-for-like HVAC replacements without changes to exhaust venting are exempt. A new wood stove, insert or chimney changes venting, but the page does not name them, so ask which permit and review path applies. The Development Center also schedules inspections.
Village of Glenview: Development Center / Building PermitsGlenview’s Historic Preservation Handbook (last revised 2012) says no building permit will be issued for work on a village landmark that changes exterior appearance visible from the public way until the Village Board approves a Certificate of Appropriateness. Interior work is exempt unless it changes the visible exterior. A new chimney or flue on a street-facing side of a landmark would need that step. Few houses are landmarks, so ask the Planning Division whether yours is.
Glenview Historic Preservation Handbook (2012, PDF)Glenview adopted the 2021 International Residential Code with local amendments by Ordinance 6589 on December 5, 2023. One amendment replaces the code’s NFPA reference list with the village’s own, which includes NFPA 211 (2016 edition): Chimneys, Fireplaces, Vents and Solid Fuel Burning Appliances. The amendments also say that where the code would violate an appliance’s listing, the listing and manufacturer’s instructions apply. Ask your installer to work to both.
Glenview Sec. 18-191, 2021 IRC amendments (PDF)Glenview requires certain contractors to register before working in the village. General contractors pay $50 and file a $25,000 bond, a certificate of insurance and proof of workers’ compensation; roofers, electricians and plumbers provide state licenses instead, and other subcontractors need no registration. If you change installers after a permit is issued, a Change of Contractors form must be filed. Ask whether your installer is registered as a general contractor.

No. Glenview issues its own permits through the Development Center in Village Hall, 2500 East Lake Avenue, with its own contractor registration and code amendments, including adoption of NFPA 211 for chimneys and solid-fuel appliances. Confirm your property is inside village limits before applying.
The village exempts removing and replacing HVAC equipment of the same type, size and location without changes to exhaust venting, but says a permit is needed to change to a different heating system. A wood stove or insert usually involves new venting or a liner, so ask the Development Center before assuming it is exempt.
