Details your installer can help confirm

Wood stove permits in Crystal Lake.

Apply to the Building Division through ez APP.

Inside Crystal Lake, permits come from the Community Development Department’s Building Division at City Hall, 100 W. Woodstock St. (815-356-3605), through the city’s ez APP online system; the city says residential applications are processed within 10 working days. Its Permit Type Tip Sheet files a fireplace as a Residential Alteration. The factory-built fireplace handout (revised November 2019) asks for two plats of survey showing the chimney, plans showing hearth materials and flue termination, and the manufacturer’s instructions, with rough framing and final inspections. Neither document names wood stoves or inserts, so ask staff which record type fits yours.

City of Crystal Lake: Building Permits

Landmarked homes face exterior review.

Crystal Lake’s preservation code requires a certificate of appropriateness from the Historic Preservation Commission before a building permit issues for a designated landmark, or a property in a historic district, when work produces a major change in exterior appearance. The commission follows the Secretary of the Interior’s standards, which favour keeping historic materials and features. A stove vented through an existing chimney may raise no issue; a new chimney, chase or roof vent could. Ask the City Planner (815-356-3738) whether your house is landmarked.

Crystal Lake City Code, Chapter 295 Article IV (eCode360)

Starting without a permit doubles the cost.

Crystal Lake’s 2026 Building Review and Permit Fees, from Section 241-3 of the City Code, price alteration permits by valuation: $51.44 up to $5,000, $64.30 from $5,001 to $10,000, and $64.30 plus $4.95 per $1,000 above that. Separate plan-review fees apply by square footage. The schedule adds a charge of 100% of the permit fee if work starts without a permit, so confirm the permit is issued before the installer arrives.

Landmark owners can apply for small grants.

The Historic Preservation Commission offers a 50/50 matching grant of up to $500 for eligible exterior work on landmarked properties, and an approved certificate of appropriateness is a condition of the grant. Funds are paid only after the work is finished and receipts and photographs are submitted. If a chimney repair or rebuild on a plaqued property is part of your stove project, ask the City Planner whether it qualifies before work starts.

What to ask a Crystal Lake installer.

  1. Will you file the permit in Crystal Lake’s ez APP as a Residential Alteration, and will the valuation you declare set the fee?
  2. Will your plans show the hearth, flue termination and chimney location on the plat of survey the city asks for?
  3. If my house is a landmark, will any new chimney, chase or roof vent need a certificate of appropriateness before the permit?
