Its Windsor fireplace-installation page says it installs any fireplace, stove or insert bought from it and has an installation team in Windsor, and its menus list wood stoves and wood inserts. Its only showroom listed is in Loveland. Ask whether it installs stoves bought elsewhere, which models are EPA certified, and who applies for the Windsor permit.

Inside town limits, Windsor’s Community Development permit technician at 200 N. 11th Street (970-674-2436) handles building permits. The desk is open Monday through Thursday, with online services on Fridays, and applications go through the Community Core portal; you email the town to get a login. The town says work that installs plumbing or electrical systems needs a permit even when you do it yourself. Its pages do not name wood stoves or inserts, so ask which permit a stove, insert or new chimney needs. Permits expire if work does not start within 180 days. The 2024 I-Codes apply from January 1, 2026. Addresses outside town limits go to Weld or Larimer County.
Town of Windsor: Building PermitsCDPHE’s winter Action Day burning limits apply in Denver, Boulder, Broomfield, Douglas and Jefferson counties and parts of Adams and Arapahoe; Weld and Larimer counties, which Windsor spans, are not on the list. A search of Windsor’s municipal code found no high-pollution-day or wood-stove emission ordinance. That is not a guarantee, so watch state air notices. Colorado’s statewide rule still limits which new stoves may be sold and installed.
CDPHE indoor burning restrictionsCDPHE says Regulation No. 4 has barred anyone in Colorado from advertising, selling or installing a new wood-burning stove that misses the EPA emission standards in 40 CFR 60.532(b) or (c) since May 15, 2020. The ban on selling used, uncertified stoves covers only the seven-county metro Denver area, so older stoves may still be offered around Windsor. Ask for the model’s certification before you buy.
CDPHE indoor burning frequently requested informationWindsor’s energy code amendments in Sec. 18-7-10 say combustion equipment in new residential buildings, major renovations and additions must come with electric infrastructure, such as a dedicated branch circuit sized for future electric heating. Interior fireplaces that are not a primary heat source are exempt. If a wood stove will be a main heat source in new construction, ask the permit technician whether the requirement applies.
Windsor Municipal Code Sec. 18-7-10, energy code adoptionWindsor Code Sec. 15-16-90 bars new construction or alteration on a designated landmark site or in a designated historic district without a landmark alteration certificate, and the Building Department forwards such permit applications to the Town Manager and Town Board. Under Sec. 15-16-170, altering a landmark without one brings a one-year moratorium on all building permits for the property. Raise a new chimney or flue early.

Not under CDPHE’s metro Denver Action Day program, which does not cover Weld or Larimer counties, and we found no Windsor ordinance restricting burning on high-pollution days. Statewide rules still require new stoves to meet EPA standards, and conditions can change, so watch state air notices.
No. Windsor’s building-permit page says no contractor license is required for contractors working in town, though electrical and plumbing contractors need current state licenses. That leaves checking an installer’s experience to you, so ask about stove-installation certification and who will pull the permit.
Windsor issues the permit through Community Core, but building inspections are requested from SAFEbuilt at 970-674-1036. Requests received by 3 p.m. Monday through Thursday are scheduled for the next working day; requests made on Fridays go to the following working day.
