Castle Rock Municipal Code Sec. 8.28.060 says a building permit is required to install a woodstove or fireplace insert. The Building Division takes applications through its eTRAKiT portal and says to first check Douglas County Maps to confirm the Town of Castle Rock is your Building Permit Authority; some Castle Rock addresses are not. Contractors must be registered with the town. A homeowner may pull a permit only for work on a primary residence they own and live in, with a Home-Owner Affidavit signed in person at Town Hall, 100 N. Wilcox St., or notarized. Questions go to the building counter at 720-733-3527.

If it is EPA certified, yes: certified stoves and inserts are exempt from Action Day limits in Douglas County. A new stove permitted under the town’s rules should already be certified.
Not always. The town asks you to look up your property on Douglas County Maps, open the assessment details and check whether the Town of Castle Rock is listed as the Building Permit Authority. If another jurisdiction is listed, apply there instead. The town’s Chapter 8.28 stove rules apply only inside town limits.
